[OOTB-hive] Can artifacts.alfresco.com be opened to the community?

It is a possibility to host an Artifactory (https://www.jfrog.com/open-source/) server on INFRA’s resources.
but how do we vet who’s allowed to publish artefacts onto the server or perhaps have a vetting process in place for publishing to the community’s server
