[OOTB-hive] Permission denied with new version of the puppet when i not respect the process (launch the puppet with a sudoer user)

Hi,
I have a question on the new version of the puppet.
With the old version (and with Ubuntu 14.04.3 LTS), i can launch the puppet
with a sudoer user.
Now with the new version, if i launch the puppet with a sudoer user i have
the error below.

This is an issue or it is me who not respect the process (i not launch
puppet with root user) ?
