[OOTB-hive] [ANNOUNCE] Order of the Bee Board Election Timeline

I'm also in favour of later... So, since no one seems to be against that
idea, here is the updated timeline with the closing of the list of voting
members added together with the start of the candidature.

1/28/15    Announce the Timeline (Today, 90 days before start)
4/28/15    Nominations Open (30 days before campaigning)
5/28/15    *Closing of voting members list* and Start of Campaigning (14
days before voting)
6/11/15    Voting (Lasts for 14 days)
6/25/15    End of Voting
