[OOTB-hive] [WEB] DNS issues yesterday

There were some DNS problems for European users with sites whose DNS is 
hosted at Godaddy, which is where the OOTB DNS is held.

Today I've put Cloudflare in front of it (http://cloudflare.com) which 
does several things. The thing they make money out of is keeping sites 
up during denial of service attacks. They do this with a combination of 
running their own DNS servers and having a lot of edge caches.

They way they publicise this is to give away a free tier with some of 
the features enabled, notably DNS and caching. So not only will a DNS 
outage at Godaddy not affect us again (and DNS is cloudflare's core 
business, so it is likely to stay up), we also benefit from caching and 
I've also enabled a small amount of optimisation (javascript 
minification) in case it is necessary.
