The tweets will go out automatically. I use HootSuite to do this. HootSuite
is free and is a handy way to manage all of your social accounts from a
single client. And it allows you to schedule tweets ahead of time. It also
allows multiple people to tweet from a handle without requiring the entire
team to know the social account credentials, but that feature is paid-only.

I am open for discussion on this. Allowing only vouched people to vote
might be a good idea. If we do that, we might want vouching to depend on
contributions to the order. So, for example, we all know John Newton, but
we wouldn't vouch him unless he actually made material contributions to the
order (aside from creating Alfresco in the first place, of course).
